On some websites injecting a payload results page's content being incorrectly decoded as latin1.

This was observed on Google Forms and most recently reproduced with LibreWolf 97. Unfortunately, I currently have no non-private form with non-latin characters to share.

Interestingly, the problem does not occur on every page. For example, https://koszko.org displays unicode characters properly even when payload is used (the <script> prepended to the document in background/stream_filter.js causes Quirks Mode but this is a different issue)
