[Stack Exchange registration] Add a prominent warning about bad parts of ToS

Description
Although it is now possible to register on said platform without nonfree JS, the website's ToS are still somewhat dangerous.
- They state the ToS may be altered at any time and it takes effect immediately without the need for the user to be notified or even read them,
- they state that disputes will be resolved through arbitration instead of a court case and
- they forbid the user from taking part in class action lawsuits against site operator.
In addition, it allows for the above unfair provisions to be nullified if the user sends an explicit written request to the Stack Exchange headquarters within 30 days from registering.
I guess it would be good if the registration script presented a prominent notice about all this
